Periodic Rule Review

The General Assembly instituted a five- (5-) year rolling review of existing rules that began in 2015, as set forth in section 536.175, RSMo. Each year, specified state agencies will undergo a process to review existing rules.

The Joint Committee on Administrative Rules (JCAR) publishes the Notice of Periodic Rule Review in the July 1st edition of the Missouri Register each year. This notice contains the titles under review beginning July 1 of that year and the guidance regarding submission of public comments to the respective agency. The Missouri Gaming Commission completed periodic rule reviews in 2018 and 2023, as set forth in section 536.175, RSMo. The next periodic rule review will begin no later than July 1, 2027, and be completed by June 30, 2028.

Submission of Comments for Consideration During Periodic Rule Review

Criteria for submitting comments on existing rules in 11 CSR 45 for consideration during the next Periodic Rule Review is as follows:

Comments must be received no later than sixty (60) days after the notice is published in the Missouri Register.

Comments must identify the commenter.

Comments must identify the specific rule commented upon.

Comments must be directly associated with a specified rule.

Attached is a fillable form that may be used for submitting public comments to the Missouri Gaming Commission.

Since the Missouri Gaming Commission has rulemaking authority for 11 CSR 45, comments may be submitted directly to Missouri Gaming Commission for consideration.
